      Represents more than 50 regional and local general purpose and special purpose governments including the West Coast Inland Navigation District, St. Lucie County, West Palm Beach, and Lake Worth Drainage District as general or special counsel on general governmental issues, legislation, environmental and land use regulation and litigation including Federal, Clean Water Act regulation, State environmental resource permitting, developments of regional impact and the Endangered Species Act.

      Represents national and regional developers and agribusiness companies before federal, state and local agencies in matters involving Everglades Restoration, Clean Water Act and environmental resource permitting, rule making, and comprehensive plan compliance.

      Serves as counsel on general government, environmental and land use matters to The Nature Conservancy and as general counsel to the Florida Association of Special Districts and several regional water management and supply agencies.

      Prior to becoming a lawyer, was an environmental planner and served as the Agency Coordinator for the State Coastal Management Program.

      Was a co-author of the State of Florida's Coastal Management Plan.

      Represents numerous governments and private clients in state and federal agency rule-making proceedings, permitting and regulatory proceedings.

      Represents private clients in licensure and disciplinary proceedings before state regulatory boards, including the Board of Psychologists, the Construction Industry Licensing Board and the Board of Architecture and Interior Design.

      Represents public and private clients before the Florida Legislature on issues involving taxation, ethics, public records, Government in the Sunshine, Florida's Water Resources Act, the Local Government Comprehensive Planning Act, coastal management, Everglades protection and local government accountability and operations.

      Was a principal draftsman and successfully lobbied for passage by the Florida legislature of the Special Districts Accountability Act, Community Development Districts Act, and Educational Facilities Benefit Districts Act.
