      Rubaii's research interests include understanding how local government managers can more effectively respond to increasing diversity among employees and the population, how public affairs programs can most effectively prepare the next generation of public service professionals, and the opportunities and barriers to international accreditation in public affairs.

      Rubaii has extensive consulting experience with local governments, nonprofit organizations, and graduate public affairs programs around the world, with a particular emphasis in Latin America. She is actively involved in national and international professional associations in the field of public affairs. In 2013-14, Rubaii received a prestigious Fulbright Scholar award to Colombia where she taught classes and workshops at Pontificia Universidad Javeriana in Bogota, and conducted research on the state of Colombian public affairs education.

      Rubaii has been interviewed by publications such as Salon and Huffington Post, where she has discussed whether state cutbacks are a major set-back for genocide prevention and how engaging Columbia's students may be key to long-term peace, respectively.
