On the morning of December 31, 2006, the Chicago police came to Elliot’s door to tell him his son, Michael Fineman, had been murdered by a stranger, while dining in a San Diego restaurant with his wife.
The murderer was a paranoid schizophrenic who had legally obtained the gun.
Since that day, Elliot has been committed to preventing other parents and families from having to go through this unimaginable, indescribable and life altering experience.
Initially his major concern was the appalling state of the National Instant Criminal Background Check System (NICS). Currently, 18 years after it being established, millions of records are not entered.
Elliot has worked extensively in Washington D.C., Illinois and Oregon to have an open source solution developed, one every state can use at no cost, to enable NICS to function as intended when the Brady Act was passed in 1993.
In 2010, Elliot founded the National Gun Victim’s Action Council (NGAC) to provide an economic lever leading to sane national and state gun laws. He also is a senior member of the Brady Pac–Illinois.
For 25 years Elliot was a strategic marketing consultant to major U.S. corporations including Accenture, KPMG (formerly Peat Marwick), The Boston Consulting Group and private sector clients, developing, and guiding the implementation of behavioral-science-based proactive marketing programs.
Elliot holds a B.S. in Civil Engineering from MIT and upon graduation was awarded a research assistantship to do advanced studies in the field.
