    Summarize your expertise in greater detail Professor Gluck is an expert in Congress and the political process, health law, federalism, state and local government, civil procedure, and the U.S. Supreme Court. Her health-law research focuses on state-federal relations and the political and judicial dynamics of health reform and federal intervention. Her work in legislation is the first to bring state courts and state agencies into the study of federal statutory law. Most recently, she completely the largest study in history of the congressional law-drafting process. She also has extensive experience working as a lawyer in all levels of government. She served in the administration of New Jersey Governor Jon Corzine as the special counsel and senior advisor to the New Jersey Attorney General; in the administration of New York City Mayor Michael Bloomberg as chief of staff and counsel to the Deputy Mayor for Health and Human Services, senior counsel in the New York City Office of Legal Counsel, and deputy special counsel to the New York City Charter Revision Commission; in the U.S. Senate as Special Assistant/Speechwriter to U.S. Senator Paul Sarbanes; and worked on various federal, state and local political campaigns. She also clerked on the U.S. Supreme Court, for Justice Ruth Bader Ginsburg. Gluck is a frequent blogger on Balkinization and Election Law Blog, where she writes about health reform issues and litigation, as well as Congress, politics, and federalism.
